Allura is the software running on sourceforge.net An importer from Allura/Sourceforge to Pagure is in the roadmap?
Hi fedelibre, for now this is not on the roadmap, the focus being on fixing current issues.
But your are more than welcome to implement it and submit a PR .

Out of curiosity, does Allura expose an API that could be used for this task?
It is not easy to find but there is some documentation here
