In general this is gravy, I just have one ask: can you create some kind of "R CRAN licenses" package that contains all the possible licenses for CRAN modules and have it so that every CRAN module package depends on this one? This avoids creating an exception because our existing guidelines allow this model already.

The licenses are contained already in the R-core package, and R packages
depend on it.
