So, I'm actually quite annoyed here, because the docs that were originally part of the Packaging guidelines were moved to the legal docs, where they have now been removed:

So linking to the legal docs right now doesn't even make sense, since the docs that were moved are gone.

The b bundling part is actually commented "only." This is not good and definitely a bug. Feel free to open an issue or file a PR.
I am just trying to fix this one small piece where the link is empty (and is resolved as link to the same page i.e. leads nowhere).

I already did file a bug against the Legal docs, and the removal of the content (but not the actual headers?) was intentional:
