Rationale: https://fedoraproject.org/wiki/Changes/Prevent-Providing-python3dist(pkg)=0

Implemented here: https://src.fedoraproject.org/rpms/python-rpm-generators/pull-request/57

Would it be possible to add an anchor to the warning in https://docs.fedoraproject.org/en-US/packaging-guidelines/Python/#_source_files_from_pypi and link to it from here? E.g.:

From Fedora Linux 38 on, it is no longer possible to build a Python package with version 0
to prevent accidental loss of the actual version information.

rebased onto 9129d169f19f775b44d8d6c8087c091f953b752b

Amended.

I added the anchor above the warning not to lose its special formatting (this way it was rendered correctly in my browser).
