This PR removes the description of how to create an Emacs package for EOL Fedoras. I think this description is excessive because the guidelines apply to the currently released, non-end-of-life versions of Fedora, as well as the development version of Fedora (Rawhide).

+1 There's no reason to mention guidelines for "an older release" than Fedora 12 (!!), especially accompanied by a broken link (actually a non-link) because it was never translated from WikiText when the content was imported.

Thanks. We try to fix these up every so often but I don't think anyone was grepping for something as old as F12.
