Add the top-level title "Patch status" to avoid there current title "Untitled". See https://docs.fedoraproject.org/en-US/packaging-guidelines/PatchUpstreamStatus/

Also adjust header levels to be more sequential, instead of skipping on level. I kept only the last one, "Why upstream?", as it was out of the "All patches should ..." section already.
