PR#1047: Rust: Add link to explaination for packaging guidelines -

This is the only place I could find which explains the rationale behind the way Fedora currently packages Rust applications.

Rather than linking to a mailing list post, could we integrate some of this into the Rust guidelines proper?

I've also been working on refreshing the Rust guidelines, and the associated PR should be ready to merge this week.
