In the Package Review Guidelines (https://docs.fedoraproject.org/en-US/packaging-guidelines/ReviewGuidelines/) in this paragraph:
MUST: All build dependencies must be listed in BuildRequires, except for any that are listed in the exceptions section of the Packaging Guidelines ; inclusion of those as BuildRequires is optional. Apply common sense.
The hyperlink from "exceptions section of the Packaging Guidelines" is broken.
I attempted to fix all the broken links in PR #862. That particular link doesn't have any current target as far as I know. I fixed the broken link by removing the extra text about an exceptions section and pointed to the main "Build-time dependencies" section. You can see the result here.
