In https://fedoraproject.org/wiki/Packaging:ReviewGuidelines there is:

MUST: Every binary RPM package (or subpackage) which stores shared library files (not just symlinks) in any of the dynamic linker's default paths, must call ldconfig in %post and %postun.

However, this has been obsoleted in F28:

Commit caa3cd6 fixes this issue

I also added the deprecated tag to the old wiki page, and will note that the new review guidelines page fared very poorly in the conversion from the wiki.
