In https://bugzilla.redhat.com/show_bug.cgi?id=1645298, the macros file was split out to a separate (noarch) binary subpackage. The guidelines could do $subject, to save on buidroot initialization time.
I don't think that we would save much, but I agree that it is cleaner ;)

A PR would be made against this repository. The source of the guidelines is all held here. I'm guessing that your proposal is to change https://pagure.io/packaging-committee/blob/master/f/guidelines/modules/ROOT/pages/Systemd.adoc#_348 and perhaps some references in https://pagure.io/packaging-committee/blob/master/f/guidelines/modules/ROOT/pages/Scriptlets.adoc (though I'm not sure).
