I found a link to https://lists.fedoraproject.org/pipermail/packaging/ from https://fedoraproject.org/wiki/Packaging_Committee?rd=Packaging:Committee - the link to old archives which ends on 2015.
In ideal world this page should be served by redirector to https://lists.fedoraproject.org/archives/list/packaging@lists.fedoraproject.org/ which counts clicks and referrals to fix links.
I removed the link; it was redundant as there's already a link to the proper place in the same paragraph.
If you see other links which need to be corrected, feel free to let us know.

How about setting a redirector on the previous page? I.e. solving the problem in systematic way to free people time to care about other issues?
I don't know what you mean by "setting a redirector". If you mean adding redirects on the web server, that's well beyond the scope of something the packaging committee can do.

So where is the place for collaboration issues that group itself can not do?
I don't know how this could be considered to be a collaboration issue, but if you want to contact the administrators who run the web servers and thus could potentially add redirects, their ticketing instance is at https://pagure.io/fedora-infrastructure/. However, something tells me that they have already carefully considered the subject of redirecting from the old archive pages.
