#673 Clarify when it is (not) appropriate to use alternatives

Every so often I run into a package where the packager has used alternatives inappropriately. Although when we wrote the alternatives guidelines we tries to make clear that alternatives were not okay to use in many circumstances, we did not use strict MUST, SHOULD, MAY wording so packagers use it anyway. Here's a draft alternatives update that fixes that and expands on the language a bit:
