The "We're asking that the %{_localstatedir}/lib/rpm-state/ directory be owned by either the rpm or filesystem packages in Fedora." could use an update. In all active Fedora releases it is owned by the filesystem package, ditto in EL-7.
In EL-6 it isn't, but I'm not sure if the whole rpm-state stuff (%posttrans etc) is applicable to it anyway.

FWIW, seems %posttrans is available on EL-6, so the note about having to own the dir still applies to it.
Seems trivial.
I simply removed the note. Someone should update the EPEL guidelines if that's necessary (though I doubt it really is); I may get to it if I ever finish my FPC work.
