I propose to extend Packaging:Python wikipage to include link to snapshot of this page which is applicable to epel 6 and another one for epel 7.
This would be useful reference for epel project and pyp2rpm tool.

I think that it would make sense to link older versions of the guidelines which are valid for epel 6 and 7 like ruby does here:

The EPEL guidelines should include this information, not the Fedora guidelines. You can edit the EPEL guidelines page yourself if you like.
Would it make sense to just link epel page from the current fedora one? Even if that was done in the very last section of Packaging:Python page, it would be nice.

The other problem is that this python_old page doesn't properly describe epel 7, but you are right that this is the problem of epel.
We don't link to the EPEL policy anywhere, if you want this to be easier to find for EPEL policy then you can alter any of the EPEL pages as tibbs said.
I think it would be best to just link to the EPEL guidelines, once, in the main guidelines page somewhere near the top. We have enough work keeping up with Fedora's packaging changes, so really shouldn't try to keep track of every EPEL difference anywhere they might crop up in the various guidelines sections.
I'll go ahead and add something the next time I'm in there.

That said, I noticed a typo in the link which makes the it broken, it seems that this:
