PECL module (un)registration is now handle by file triggers in php-pear package, so scriptlets are no more needed.

Notices:
Old packages (not yet rebuild) still use old location (pecl_xmldir), and scriptlets will still work
Rebuild packages will use the new location and file triggers (scriptlets are now "noop" with new definition of %pecl_install and %pecl_uninstall macros)
Adapted packages will be able to remove runtime dependency on php-pear
