PECL module (un)registration is now handle by file triggers in php-pear package, so scriptlets are no more needed.
Here is the guidelinbes change proposal:
Old packages (not yet rebuild) still use old location (pecl_xmldir), and scriptlets will still work
Rebuild packages will use the new location and file triggers (scriptlets are now "noop" with new definition of %pecl_install and %pecl_uninstall macros)
Adapted packages will be able to remove runtime dependency on php-pear

I'll +1 this now in case there's a meeting tomorrow while I'm out of town.
Seems fine to me, but I should make it.
We discussed this at this weeks meeting (http://meetbot.fedoraproject.org/fedora-meeting-1/2016-02-18/fpc.2016-02-18-17.00.txt):
Some PHP scriptlets are now unnecessary in F24 due to the use of file triggers.
