This ticket is to request that this page be promoted to an Application Specific Guideline here as "Guidlines for C and C++ packages": https://fedoraproject.org/wiki/Packaging:Guidelines#Application_Specific_Guidelines
The purpose of this change is to head off the buildroot changes which require applications to specify all of their requirements explicitly. When users run into problems we can document them on the C and C++ packages page.
