#37 Slight clarification on -libs subpackage sentence.

The -libs subpackages line (quoted below) is unclear:

"-libs subpackages which only contain shared libraries do not normally
need to explicitly depend on %{name} = %{version}-%{release} as they
normally aren't needed by the base package at runtime"

It can be read as if base packages don't need the libraries at runtime, which will almost always be incorrect.

I propose that we replace it with:

-libs subpackages which only contain shared libraries do not normally need to explicitly depend on %{name} = %{version}-%{release}, as they usually do not need the base package to be functional libraries.


+1. This looks like a straight clarification of "what we meant" and discussed vs what I transcribed into the update. Okay by me to "just fix it" if there's no objections.
