The docker-io package needs a 'docker' group, soft static allocation being the recommended approach.

Reading the existing documentation there, I don't think we have a strong justification for a soft-static allocation, since the docker user just owns the socket, and that socket will be per-system.
So this is probably a case of "ignore that thing I said".
