#302 Do not use %{_isa} in BuildRequires

FPC decided that they should work on the rules surrounding %{_isa} Remi is going to pick up the Arch Specific Requires draft and work to get it into the Guidelines:

As a preliminary (as this is currently being discussed on the mailing list) we also voted on the specific question of using %{_isa} with BuildRequires. We decided:

Proposal: Do not use %{_isa} with BuildRequires. Passed (+1: 5, 0:0, -1:0)

for the reasons mschwendt has expressed in bugzilla https://bugzilla.redhat.com/show_bug.cgi?id=820544#c39 and on the mailing lists https://lists.fedoraproject.org/pipermail/packaging/2013-June/009214.html.
