Since F17, the Group tag is deprecated [1] However, it is likely still in use for EPEL and F16. However, this is not present in any guidelines, so maybe like BuildRoot removal, it would be worth to mention it somewhere ?

No shipping version of fedora rpm needs Group tag, but https://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies#Distribution_specific_guidelines probably does need clarification (for el5)
