#166 Add note about rubygems-devel to Old Ruby guidelines

Would it be possible to mention somewhere in the old Ruby guidelines, that all Fedoras now provide "rubygems-devel" subpackage, which allows to use the same macros across all Fedoras, i.e. keep the .spec file in sync among Fedoras with some small conditioning? There is also opened ticket for RHEL6's RubyGems [1] to add this support.
