Since modularity is no longer supported, and postgresql needs to be shipped in multiple versions. The solution is to ship multiple separate components (postgresql15, postgresql16, ...). Each version doesn't differ much. So my opinion is that going through the complete review process for the new package is quite complicated.
Would be possible to make an exemption for Postgresql and skip this process?

There is already a documented exception for packaging different versions of the same project: https://docs.fedoraproject.org/en-US/packaging-guidelines/ReviewGuidelines/#_package_review_process
Just request repositories for the alternative versions with --exception instead of referencing a bugzilla number.
