#1248 Clean up the MinGW packaging guidelines

The MinGW packaging guidelines have accumulated a bit of historical cruft:

  • Describing things present in Fedora 17 which is hardly relevant 10+ years later
  • References to a package comparison script that is lost in time and was never actively usd
  • Incorrect reference to %{mingw_package_header} adding dependencies
  • Pointless versioning of BR deps to ensure existence of macros that have existed for 10+ years
  • Ambiguity in description of which files to include
  • No mention of newly introduced ucrt64 build target toolchain

As well as undesirable / broken formatting

  • Mangled formatting of the big filesystem hierarchy docs as a result of bad auto-conversion from previous docs format
  • Huge paragraphs entirely on one line with no breaks, leaving really unclear git diffs
  • Pointless line breaks in tables when content easily fits on one short line
  • Undesirable suggestion of vertically aligning spec file tags which inevitably become unaligned over time
