Hi,

I'd like request an exception to use binaries to re-bootstrap the ldc D compiler on ppc64le architecture. The compiler is self-hosting, which makes it difficult to bootstrap without using binaries.

The binaries I'd use are actually from Fedora: it dropped out from the distro after F29 due to various issues on ppc64le, but we can still use the old binaries (ldc-1.8.0-1.fc29, llvm4.0-4.0.1-6.fc29) from F29 to boostrap latest ldc.
