#1190 drop requirement for filing bugs that block the i686 ExcludeArch tracking bug

The Packaging Guidelines section on architecture build failures states that packages need to file bugs and block the appropriate tracking bug if they exclude specific architectures. However, since the approval of Change proposal: Encourage Dropping Unused / Leaf Packages on i686, this is no longer a requirement.

I suggest to update the Packaging Guidelines to drop x86 tracker from the list of tracker bugs, and add a note that bugs no longer need to be filed for excluding i686. Additionally, the F-ExcludeArch-x86 tracker bug can probably be closed, now that it is essentially useless and no longer required?
