Hello, we are in a process of building application stacks (they let you install multiple versions of same libraries under different paths) and we would very much like to create Category:Stack on wiki to be able to present this concept and the first existing implementations to Fedora users and developers. Would it be possible to create such new Category?

The Fedora Packaging Committee is not responsible for Wiki categories. I believe you should be able to just create them, however, it would not be appropriate to put the sort of documentation you're talking about in a separate location from the Packaging Guidelines.
