Seems it is widely used (also has approved FESCo change) but we don't have anywhere mention of them in the guidelines. Or it is hidden very well.

Well, rpmautospec is documented separately, I don't think it would make sense to duplicate the "how it works and how to use it" in the Packaging Guidelines.

Release
We do mention and allow %autochangelog now, and encourage (via "should") the use of %autorelease. However, I don't believe there's been an effort to convert the examples and such over to using them. I think that would be a separate issue.
