#1037 the new format of changelog is not mentioned in guidelines

The default format of rpmdev-bumpspec includes time (unless -D option is specified).
Should that be explicitly permitted by guidelines?

BTW: rpmdev-bumpspec again uses the "old" format by default everywhere, since RPM upstream recommended not to use the format that includes time and timezone. Does that resolve this ticket?

The change in rpmdev-bumpspec has been reverted and was a bad idea in the first place. Please close the issue.
