In the past a user katello was allocated the uid 182 but a few years ago (2016 I think with Katello 3.0) katello was transformed from a standalone project to a Foreman plugin. This means the katello user is no longer used.
As for a solution, I have no suggestions. My primary goal is to bring this to your attention and figure out what's the right thing to do.
I don't believe the packaging committee has any relevance here. The UID is reserved as part of the setup package in accordance with a bugzilla ticket (https://bugzilla.redhat.com/show_bug.cgi?id=804204) and I'm not sure that the packaging committee was even involved.
The only suggestion I would have is that you file a ticket against the setup package.

The reason I filed it here was that I read https://docs.fedoraproject.org/en-US/packaging-guidelines/UsersAndGroups/#_soft_static_allocation and I remembered that this is something that could be cleaned up. I hope that helps you to understand why.
