Reading BuildRequires: pkgconfig(foo) vs. foo-devel page from docs-fp-o, I noticed this page's title is set to "Untitled" in the web browser tab. It displays "Untitle :: Fedora Docs Site". I assume this is caused by pages/PkgConfigBuildRequires.adoc not having a level 1 heading -- it starts in a level 2 heading.
#1002 fixed it, hence I'm closing this.
