I am the current maintainer of ipmctl https://src.fedoraproject.org/rpms/ipmctl
Requesting to add @spontsle to the packagers group and a co-maintainer. He is an active contributor to the project and will transition into handling packaging going forward.
If you're the main admin for a package you can add who ever you like as co-maintainer. As per standard packaging policies you will need to find a sponsor for a new packager.

I have sponsored them, you can add them to your package now (They likely need to logout and back on to refresh their group membership).
