It turns out that review bugs will occasionally complete review without ever transitioning from NEW to ASSIGNED. Include these bugs when searching for completed reviews in need of sponsorship.

I tried to raise a pull request, but received an error message saying that they are not allowed for this project.

Thats because those scripts are stored in and run in Fedora Infrastructure ansible.
This tracker is only for requests (which also go to all sponsors).
