sometime I see people submitting packages that no one or few people will use just to get in @fedora-packager group.

Fedora has enough webservers (apache, nginx, lighttpd, etc...)
I am looking for someone to sponsor mtyson into @packager fas group, and if he still interested I will review his package, thank you.

I can do the formal part if/when you think mtyson is ready.
Right now there isn't too much activity from him [1], and the package review contains various small issues too, I'll comment in the bug.
