odcs_test_deployment: test with large compose and check spent time
    
    1. If odcs api url doesn't include 'dev' or 'qe', we request a much
    larger koji tag compose, which tag name is 'rhos-13.0-rhel-7-container-build'.
    
    2. Print spent time of the koji tag compose we requested, and check
    it against the time threshold we specified.
