Improve raw_config_composes metric
    
    There are two major changes here:
    
    * When a source is included, all states are listed now, not just the
      ones with values. This should make it much easier to calculate
      aggregates over sources.
    * Removed state is not counted and returned. It's not really useful as
      it's just going up. It's a significantly different value than the
      other states.
