Ticket 83 - bump version to master to 0.2.2-pre
    
    Bug Description:  In some cases, ds requires nunc-stans to build, but 0.2.2
    depends on libsds. If we leave nunc-stans at 0.2.1, this indicates that DS can
    attempt the build, but it causes a break in some build environments.
    
    Fix Description:  In order to avoid a build conflict, we should pre-release bump
    the version to 0.2.2-pre. This avoids an rpm build issue in some cases.
    
    Additionally, this fixes a linking issue with released .so versions.
