Ticket 64 - Remove ns_job_modify
    
    Bug Description:  ns_job_modify is fragile, complicated, race condition
    causing disaster. It can cause so many issues with jobs, and doesn't work
    properly.
    
    Fix Description:  Remove it. It's too hard to fix, and there are easier
    solutions that we can adopt.
