#57 Move to a "fedmod" repo?

My initial rationale for keeping the modularity-tools repo name was simply to avoid the hassle of moving to a different repo name in the near term.

However, if we are going to change the name, then right now would be the best time, when we have few contributors, and essentially no current users.

As far as I can tell, Pagure doesn't allow project renaming, so if we did decide to do that, then I'd just create a new modularity/fedmod repo, do a git push there, and close all the remaining issues over here (unless some of them seemed particularly noteworthy and worth refiling on the renamed project).

Thoughts? (especially @asamalik @langdon @dhodovsk)

For this repo, after creating the fedmod repo, I'd do a final push here to replace the contents with a README saying "Moved to https://pagure.io/modularity/fedmod/"
