#1 modlint doesn't work

IIRC, modlint was originally written by @jkaluza and was part of modulemd; I later split it out as I didn't want to be responsible for maintaining it. Seems like nobody's picked it up and it was left to rot :)

modlint was meant to be a tool for developers while check_module was meant to be an infrastructure-side test executed upon module submission (e.g. when it gets pushed to dist-git).

But yes, you're correct, it's broken. And it's been broken for months.
