I am not sure if you are aware of the mdapi (meta data api) service. It offers the possibility to get packages metadata via API.
Part of that is the ability to query for dependencies. For example all packages that require systemd (https://apps.fedoraproject.org/mdapi/rawhide/requires/R)
There are more endpoints https://apps.fedoraproject.org/mdapi
