The Advocate join wiki page need some updates:

1. It directs people to request membership in the Advocate group, but with the new account system people cannot self-request group membership. They should instead be directed to a ticket tracker (better) or a mailing list/discussion thread (not ideal) to make the request so that a sponsor can add them.

2. The URLs for the account system should be updated to accounts.fedoraproject.org
