As an org admin for GSoC, I would like to be able to award the badge and add the mentors+participants of GSoC to the summer-coding FAS group. I can also take responsibility to do it for Outreachy (if needed). If giving me access as a sponsor or badge sponsor is a problem, I can also gather all the names and create an issue here or (on badges for badge) to do so I am not very hooked to one of the 2 ideas, so anything works.

I believe Org Admins should have the power to add and remove people from FAS group. I +1 to this request. I also believe Fedora should have a "Outreachy Intern" Badge and that power should remain with current outreachy co-ordinator, unless otherwise when they want @siddharthvipul1 to have the same.
I think this will require a full mindshare votes,hence setting the tag to next meeting

This is now done.
@sumantrom and @siddharthvipul1 are both promoted to Administrators of the summer-coding FAS group. I also changed the group owner from @bex to @riecatnor.
