We discuss this for a long time in a CommOps issue. The basic idea is to create a product that we can offer to student to start working with FOSS (and more specific with Fedora). This is in some way based on:
The pack is intended to be a resource for university students to discover tools and services available to help them contribute to open source. It introduces them to tools (also available in Fedora) and services (available in Fedora's infrastructure) to enable them to be successful in contributing to open source. The pack's focus is general and broad.

Mainly we agreed on target University Students and that we should just bring people tools that are already in the Fedora Infrastructure.
To pull this off, we are going to need the help of different teams, including Infrastructure, Design, Websites, CommOps and Marketing.
Also we are asking for more direction on how to drive and focus the efforts to put this out.
