Zstd dictionaries for Mageia's RPM-MD metadata

To generate dictionaries for a specific release, copy its zchunked metadata into dicts/$PLATFORM_ID/repodata and then run

./create_zdicts.sh dicts/$PLATFORM_ID

To install all the dictionaries to /usr/share/mageia-repo-zdicts, run

make install
