[FENCE] Fix #237266 - LPAR/HMC fence agent
    
    Minor fix (thanks to brking@us.ibm.com) in get_power_status(). If the state is
    not 'Running' then it is considered off, originally function returns undefined
    value in specific cases (like panic on machine - 'Error').
