ccsd: Fix bug 498980 - symlink attack vulnerabilities
    
    Fix vulnerability in CCS that would allow someone to
    prevent a 'ccs_tool update'.
    
    Previous patch would not work since there is no
    mkostemp() on the release for which the patch was
    designed.
