- remove initial ccs_tool perl script
    - remove annoying warnings of ccs_get change
    - new ccs_tool with upgrade and update commands
     - upgrade will take a CCS archive (ala <= 6.0) and convert it to the
       new xml schema
     - update now uses RPC instead of the HUP signal to contact ccsd and
       tell it to update the config file.
