Add systemd preset for libvirtd.service for Debian/Ubuntu
    
    We want to guarantee that the libvirtd.service unit is enabled on
    installation, regardless of default policy from Debian/Ubuntu.
    This should not actually be needed, since Debian/Ubuntu currently
    defaults to enable services on installation. But it is nice to have
    a stronger guarantee.
