Remove fedora-release and S390utils from the F25 critpath set
    
    I am removing the fedora-release package as it's obviously is not
    suitable or ABI verification, and the S390utils package as it's not
    present in Fedora 25's primary Koji.
    
    	* package_list.fedora25-critpath.json: Remove s390utils and
    	fedora-release packages.
