ArmVirtPkg: install EdkiiPlatformHasDeviceTree proto in the 32-bit builds
    
    Include XenPlatformHasAcpiDtDxe and PlatformHasAcpiDtDxe in the 32-bit
    builds too.

    why it is needed. With this patch my arm uefi VM boots.
